Violence Against Women Special Prosecution Unit
The Illinois Arrest Grant Collaboration was formed in order to improve the Criminal Justice System’s response to violent crimes against women in our state. As a member of this Collaboration and as the Administrator for the Arrest Grant, the Appellate Prosecutor’s Office is committed to achieving the goals and objectives outlined in the Arrest Grant and meeting the high standards established for each of the grant projects. In addition to the Violence Against Women Special Prosecution Unit, the Collaboration will be coordinating several other projects including the development of a Sexual Assault Bench Book for the Illinois Judiciary, new web-based training modules for law enforcement covering stalking and assisting mentally ill victims of domestic violence and sexual assault,the implementation of five multi-disciplinary teams in targeted counties, an online “Roll Call” training for law enforcement, and several statewide trainings for professionals working domestic violence, and sexual assault cases.
The development of the Violence Against Women Prosecution Unit meets a primary goal of the Arrest Grant: increasing the number of DV/SA cases that are charged and successfully prosecuted. At the request of a State’s Attorney, the Special Unit will assume responsibility for a domestic violence or sexual assault case and handle all aspects of these challenging cases. Additionally the Special Unit provides workshops and skills-building training for prosecutors and allied professionals.

Special Prosecutors
Lorinda Lamken, prosecutor, Violence Against Women Special Prosecution Unit in the State’s Attorneys Appellate Prosecutor’s Office. Ms. Lamken’s legal experience includes serving as an Assistant State’s Attorney in Lee, Winnebago, and St. Clair Counties. During her 12 years as a prosecutor, she has specialized in sexual assault cases involving children and adults. Ms. Lamken is a graduate of Washington University School of Law and the University of Illinois, Champaign.

Patrick Hahn, prosecutor, Violence Against Women Special Prosecution Unit in the State’s Attorneys Appellate Prosecutor’s Office. Mr. Hahn has over 15 years of legal experience in handling criminal and civil cases. He has served as an Assistant State’s Attorney in Wayne and Crawford Counties and as the Lawrence County State’s Attorney. Mr. Hahn received his law degree from the University of Illinois, Champaign and is a graduate of Eastern Illinois University. phahn@ilsaap.org
