The CLE Division publishes the Appellate Prosecutor Newsletter which contains a synopsis of all pertinent recently decided criminal justice cases from the United States Supreme Court and from all of the Illinois Courts of Review. Additionally, the Newsletter contains digested new criminal justice legislation, Illinois Attorney General Opinions and other relevant criminal justice and CLE training news. Numerous State's Attorneys' Offices, Judges, Law Enforcement Agencies, and other interested persons subscribe to the Appellate Prosecutor Newsletter.
The CLE Division also publishes the Illinois Uniform Complaint Book. The Uniform Complaint Book is a 1,150-page volume contained in a 3-ring binder. It is designed to be used by State's Attorneys, Judges, and Law Enforcement Officers as a guide in the investigation of criminal offenses and the drafting of criminal complaints, informations, and indictments. The Complaint Book is updated yearly to assure that the latest and most accurate information is made available. It is offered for sale and is sold to numerous agencies and private individuals from all over Illinois. In FY07, 337 Complaint Books, 530 text supplements, and 198 CDs were shipped.
Additionally, the CLE Division publishes and distributes to all Illinois State's Attorneys a volume entitled the Rights, Duties, and Authority of an Illinois State's Attorney. This volume lists, by Chapter, Act and Section, every reference to the rights, duties, and authority of an Illinois State's Attorney. It is used as a guide for Illinois State's Attorneys that will assist them in performing their duties as a State's Attorney. It is updated and distributed yearly.
The CLE Division also publishes and distributes to all Illinois State's Attorneys a volume entitled the State's Attorneys' Sentencing Guide. This Sentencing Guide lists all of the various alternative sentencing possibilities available to the trial court. It follows the format created by the Illinois Uniform Complaint Book and it presents to the State's Attorney one source where they can determine every potential sentencing alternative concerning the most frequently charged criminal offenses. This Guide is used by the State's Attorneys frequently and saves them the time and trouble of constantly referring to numerous scattered legal sources to discover sentencing information.
Further, the CLE Division produces and distributes to all Illinois State's Attorneys the Illinois State's Attorney's Desk Book. The Desk Book is a 3-ring binder that contains sample forms, form letters, and lists collected from various State's Attorneys throughout Illinois. It is intended to serve as an "example" book that can be used by State's Attorneys to gauge the value of the forms, lists, and letters used by that State's Attorney and to help all State's Attorneys to produce a more uniform system of responsive paperwork which will help them become more efficient and effective.
Finally, the CLE Division produces for State's Attorneys a monthly Appellate Prosecutor Packet. This packet contains information of ongoing events that are of particular interest to State's Attorneys and gives State's Attorneys an opportunity to communicate with each other.
Criminal Justice Training Seminars
The CLE Division, in conjunction with various other State agencies, creates and presents criminal justice training seminars designed for State's Attorneys and other criminal justice personnel. These seminars deal with both substantive and procedural criminal justice matters and are produced on a regional basis. Some of the topics commonly presented in these seminars include, but are not limited to: Domestic Violence and Sexual Assault; Drug Diversion; Gangs and Drugs; DNA; and Recent Legislative Enactments. Some of the Agencies with which the CLE Division has cooperated is: The Office of the Illinois Attorney General; The Illinois Department of Corrections; The Illinois State Police, The Illinois Department of Alcoholism and Substance Abuse; The Illinois Criminal Justice Authority; The Illinois Sheriff's Association; and the Illinois Chiefs of Police Association. Finally, an Incoming State's Attorneys Seminar is being produced in Springfield which will assist incoming State's Attorneys adjust to their new job and also allow more experienced State's Attorneys to pick up additional information that will allow them to better serve their constituents.
In FY07 a DUI Seminar was held for all State's Attorneys and their Assistants, with 100 attendees. The Agency conducted 5 Legislative Update Seminars with 430 attendees. Ten Seminars on Search and Seizure were held, with 400 attendees. The Agency also conducted 5 seminars on Fifth Amendment Confessions and Admissions with 200 attendees.
